The Netherlands, explained

voorkeursrecht

A pre-emption right is a legal right that gives a public authority priority to buy a piece of land when its owner decides to sell it. When the right applies, the owner must first offer the land to the authority, which can then acquire it ahead of other buyers. In the Netherlands it is used to secure land for planned public projects, such as infrastructure or other large developments, before the land is sold to someone else.
