The Netherlands, explained

Provinciale Staten

The provincial council is the elected assembly of each Dutch province, and in Groningen it is the provincial parliament. It adopts the province's rules, decides on its budget, and monitors the executive body, Gedeputeerde Staten. Its members are elected directly by voters in provincial elections, which are held every four years.
