In a joint statement to members, the unions said they did not take the step lightly, but currently see no other option.
The works council seems to be treated as a formal tick-box in the process, and not as a full discussion partner.FNV, aKtief and CNV
They say the works council seems to be treated as a formal tick-box rather than a full discussion partner, which leaves too little room to influence what the changes are and how they are carried out. They add that taking part under these conditions would give the impression that they agree with this way of working. That is not the case, they say, and it also hinders them in representing members' interests.
The unions say they cannot take responsibility for the consequences of an approach in which staff and the works council are not involved enough. By pausing the talks they want to send a clear signal: good employee participation and careful involvement of staff are, for them, preconditions for genuine and open consultation.
The unions say they regret that the step was needed and will keep members informed of further developments.

Kadaster
The Kadaster is the Dutch land registry and cadastral agency, a government organisation that records who owns property and where land boundaries lie. It keeps the official public registers for real estate, including the cadastral map and the land register, and it is the body that people use to check ownership or register a property transfer. Its registers are relied on by notaries, banks, municipalities and other public bodies.
