Public transport staff face losing allowance under final collective agreement offer

Union CNV calls the employers' final offer for the public transport collective agreement (cao) disappointing. It will consult its members on the offer.

Union CNV says the final offer from public transport employers for a new collective labour agreement falls short. CNV says the limited results do not outweigh the missing improvements and the deteriorations employers are pushing through, and calls the outcome disappointing.

CNV says the current average OT would become a personal allowance, phased out with every general wage increase and offset against the new individual allowance. Employers cite protection of income and pension during the transition, CNV says, but the details have yet to come and no extra money is being added. Only RET could get a conditional exception.

From 1 January 2027, employers also want to make the 63+ scheme compulsory with the early retirement scheme RVU: one year of 63+ then three years of RVU, or two years of each. Without the 63+ scheme, staff could still take up to three years of RVU. CNV says this limits existing rights and people's choice as they approach retirement.

CNV says it won results on international solidarity, the Q&A, Liberation Day as a public holiday in jubilee years and a study into an O&O fund. On the "mini-zaagtand" there is only a working group, which must deliver results. Its proposals on empty steps, student debt, the 61+ scheme, parental leave and shifts before 05:00 were dropped. Nothing was achieved on toilet breaks, breaks for indirect staff or contract security.

CNV says the limited results do not outweigh the missing improvements and the deteriorations employers are pushing through. Committing now to abolishing the average OT, with the consequences unclear, is "not acceptable" to the union.

CNV will consult its members on the offer. It will announce the dates after talks with its cao committee, which are expected early next week.
