Bill lays down steps and terms of support for parents hit by benefits scandal
A bill sent to parliament this week states that municipal support for parents harmed by the benefits scandal stays open until 1 September 2027 for anyone who needs targeted support, and runs until at least 2030.
This week the Ministry of Finance sent the lower house of parliament (Tweede Kamer) a bill to amend the law on the benefits recovery operation (Wet hersteloperatie toeslagen). It spells out the steps, terms and forms of broad support (brede ondersteuning) from municipalities for parents harmed by the benefits scandal (toeslagenaffaire). The bill is the result of an agreement between the ministry and the municipalities' association VNG.
Since the recovery operation began in 2021, all affected parents and their families have been entitled to broad support from the municipality where they live. The bill states that the scheme stays open until 1 September 2027 for anyone who needs targeted support. The terms and conditions for parents abroad are aligned with those in the Netherlands.
How the support works
Parents, young people and families apply to their local municipality. Together they draw up a tailored plan of action. The overall plan runs for two years. Within that time a complete plan is made and the necessary support granted.
Material support must be provided within the first six months of the plan, to get the basics in order. The plan can run for years longer if needed, for example to support a multi-year course.
Young people can get extra help with problem debt. Those who need longer or different help after receiving broad support can use regular municipal services, which the municipality tailors to them.
