The EU's long-term budget framework, which sets the maximum amount the EU can spend over several years and how that money is divided across policy areas. It is agreed by all member states together with the European Parliament. The Netherlands pays into the EU budget and receives funding from it, so the Dutch government negotiates over its size and priorities.
