The Netherlands, explained

Hoogheemraadschap van Delfland

The Hoogheemraadschap van Delfland is the regional water authority (waterschap) for the Delfland area, which lies between Rotterdam, The Hague and Delft and includes the Westland. It manages the regional water system there, including water levels, dykes and water quality, and it monitors and enforces the rules on discharges into surface water. Because it oversees the quality of local ditches and waterways, it is the body that checks and acts when pollutants from businesses such as greenhouses end up in the water.
