A "highly secured environment": a separately protected part of an organisation's IT systems where its most sensitive data is kept. In this article it refers to the section of the prosecution service's (OM) systems that had extra protection, including monitoring of files. It matters because it shows which parts of the OM's systems were watched and which were not.
