Hybrid heat pump to become mandatory when replacing a gas boiler from 2029

If you own a home in the Netherlands and your gas boiler needs replacing from 2029 onwards, a standard gas boiler will no longer be an option.

Homeowners in the Netherlands who replace their gas boiler will have to install a smart hybrid heat pump from 2029 onwards. A standard gas boiler will no longer be allowed as a replacement.

The cabinet intends the hybrid heat pump to become the new standard for heating systems in homes.

Minister Elanor Boekholt-O'Sullivan of Housing and Spatial Planning supports the requirement, according to AD.

Exceptions and open questions

AD reports that there will be exceptions for two groups of homes. The reports do not say which homes these are.

It is also not yet clear what counts as a "smart" hybrid heat pump under the rules. The reports give no technical definition, and they do not say what the change will cost homeowners.
