JA21, the SGP and BBB are making demands on migration, nitrogen and taxes in return for supporting the cabinet's tax plan.

## Migration

Unlike the previous cabinet, the Jetten cabinet wants to keep the spreidingswet, the dispersal law that spreads asylum seekers more evenly across municipalities. The three parties say it should not be enforced and that municipalities must be able to refuse an asylum centre or shelter.

They also want the temporary status of Syrian refugees reassessed faster so they can be sent back. They want to see "concrete steps" soon on housing asylum seekers outside Europe while they await their procedure.

## Nitrogen

The cabinet wants agriculture to emit 42 to 46 percent less nitrogen in 2035 than in 2019. Among other things, that means dairy farmers can keep no more than 2.6 cows per hectare. The three parties want that measure scrapped.

They also want to raise the calculation threshold (rekenkundige ondergrens) for nitrogen deposition on nature to 1 mol, 200 times higher than the current one.

## Taxes

The parties want to abolish the "vrijheidsbijdrage", the extra levy on citizens to pay for defence investment. They also want tax relief for small and medium-sized businesses and want to tackle the tax gap between one-earner and two-earner households.

## Background

- **Spreidingswet**: The law that spreads the reception of asylum seekers across Dutch municipalities. Each province and municipality is asked to provide a share of the places; a municipality that does not can be placed under supervision and, in the end, instructed by the minister.
