State Secretary Eerenberg (Finance), who also answered for the minister for Foreign Trade and Development Cooperation, replied to parliamentary questions on 27 October about suspected fraud involving the state's export credit insurance, run by insurer Atradius. The government says fighting financial crime, such as fraud and bribery, is a high priority in export credit insurance.

In July 2026 parliament was told that the Dutch state had filed a criminal complaint over suspected fraud and forgery. The state acted after the scheme's executor, Atradius Dutch State Business (ADSB), carried out extensive investigation following fraud signals.

The government says measures taken after this case include sharper definitions of fraud risk indicators and stricter requirements for guarantors.

MPs had asked whether the government agrees that concerns have existed for some time about possible shortcomings in tackling fraud and financial crime in export credit insurance, citing the 2025 report Regimes of Permission. They also asked how far the July measures match the report's recommendations. Eerenberg said many of the recommendations already match current compliance policy. Examples include safeguarding the independence of compliance, better cooperation with others in export credit insurance and sharper due diligence.

According to the answers, the anti-bribery policy for export credit insurance was evaluated in 2022. Its recommendations were implemented and the policy was strengthened further in 2024. ADSB has introduced a tighter risk-acceptance policy with a risk assessment framework, and has set up an independent compliance function.

## Background

- **ekv (exportkredietverzekering)**: The Dutch state export credit insurance scheme, carried out by Atradius Dutch State Business, that insures Dutch exporters against non-payment by foreign buyers. The government runs it to support Dutch companies that sell abroad, so the scheme is often discussed in relation to trade and development policy. Because it uses public money, its management and any suspected misuse are subject to parliamentary scrutiny.
