Heinen said so after talks about the tax plan with the ChristenUnie. He expects his new funding for the cabinet's changes to box 3 to get "broad support".

The bill for a tax on the actual return on savings and investments is now before the Eerste Kamer, the Senate. The VVD wants to amend it so that share price gains are taxed only when the shares are sold, as the original proposal already does for real estate and shares in start-ups.

## Background

- **Box 3**: The part of Dutch income tax that taxes savings and investments. Tax is charged on an assumed return rather than the actual return; after the Supreme Court ruled from 2021 that this can breach property rights, the system has to be reformed.
- **Eerste Kamer**: The Senate, the upper house of the Dutch parliament. It cannot amend bills but can approve or reject them after the Tweede Kamer has passed them. Its 75 members are elected by the members of the provincial councils.
- **ChristenUnie**: The ChristenUnie is a Dutch political party based on Christian values, and it is represented in the Tweede Kamer, the House of Representatives of the Dutch parliament. Its members of parliament vote on laws and budgets, including tax proposals, so its support is often needed when a cabinet wants a majority in the Tweede Kamer.
